OFFICER INVOLVED SHOOTINGS AND HUMAN FACTORS

November 2-5, 2021 Lincoln Nebraska

Join law enforcement officers from around the region for four days of training in the latest research and best practices in the management of officer involved shooting and in custody death investigations, from highly experienced use of force legal counsel and investigators.
 
This training highlights how OIS investigations must account for the human factors of critical incidents and the best practices departments are implementing to do so.

This training will include a 12 hour full immersion scenario based training component. During this time, participants will be presented with a live OIS experience. As part of an investigation group, the participants will gain the experience of planning an OIS investigation, reviewing evidence, including multiple dash cam and BWC videos, and conducting interviews of live witnesses.

FOR CERTIFICATION: This course will include an exam based certification of the information presented in the training.

Gary Young
Partner, Keating, O'Gara, Nedved & Peter, P.C., LLO

Mr. Young is a use of force attorney who has served law enforcement for 20 years. Young represents a law enforcement employee groups throughout Nebraska, including many of the largest police and sheriff's employee groups statewide. Mr. Young has represented more than 150 officers in critical incidents, officer involved shootings, and in several dozen grand jury proceedings.  He has also represented officers in more than 700 I.A. investigations. He is certified by Force Science® Institute as an Advanced Specialist in the Analysis of Force Encounters. 


Young is also an Adjunct Professor of Law at the University of Nebraska College of Law, and has been a speaker at national, state, and local conferences on the use of force and other law enforcement matters.

Off. Jason Cvitanov
Officer, Omaha Police Department, Omaha, Nebraska

Officer Cvitanov is a 25-year law enforcement veteran.  His career began in California and he now works as an officer in Omaha, Nebraska.  He has been an investigator for more than 19 years including more than 4 years in homicide.  He has extensive investigative experience in use of force cases including officer involved shootings and shooting incident reconstruction.  He holds 17 instructor certificates with most in force related topics.  He is a Force Science® Advanced Specialist and has provided expert opinions on use of force cases.  

Tom McCarty
Partner, Keating, O'Gara, Nedved & Peter, P.C., LLO

Mr. McCarty is a use of force attorney who has served law enforcement for 12 years. McCarty represents a law enforcement employee groups throughout Nebraska, including many of the largest police and sheriff's employee groups statewide. McCarty has represented more than 70 officers in critical incidents, officer involved shootings, and in several dozen grand jury proceedings.  He has also represented officers in more than 250 I.A. investigations. He is certified by Force Science® Institute as an Analyst of Force Encounters.

Inv. Matt Franken, Lincoln Police Department, Lincoln, Nebraska. Mr. Franken is an investigator in the Lincoln Police Department and has been a key figure in developing protocols for officer involved critical incident investigations that reflect best practices.He is certified by Force Science® Institute as an Analyst of Force Encounters.

Sgt. Brad Junker
Lincoln Police Department, Lincoln, Nebraska

Sgt. Brad Junker, Lincoln Police Department, Lincoln, Nebraska. Sgt. Junker is a 14  year veteran of the Lincoln Police Department. Sgt. Junker is the Personnel Sergeant of the Personnel and Training Division of the Lincoln Police Department. In 2017, Sgt. Junker was involved in a force encounter that led to an officer involved shooting.  

Sgt. Jason Allan
Grand Island Police Department, Grand Island, Nebraska

Sgt. Jason Allan is a multi-year veteran of the Grand Island Police Department. Sgt. Allan currently serves as a Patrol Sergeant for the Garand Island Police Department. In 2019, Sgt. Allan as involved in a force encounter that led to an officer involved shooting.  Sgt. Allan will share his story and what he learned from the incident.

Officer Rick Ehlers is a multi-year veteran of the Grand Island Police Department.  In 2019, Officer Ehlers was attacked in lethal force encounter that led to an officer involved shooting.  Officer Ehlers will share his story and what he learned from the incident.
